With geopolitics shifting in the wake of Russia's full-scale invasion of Ukraine, the Nordic countries are taking proactive steps to enhance their crisis readiness. Sweden, Finland, and Norway have rolled out updated citizen advice aimed at surviving various threats, acknowledging the need for citizens to be better prepared mentally and physically.
Sweden, which initiated the latest updates with a new pamphlet distributed nationwide, emphasized the era of uncertainty in its messaging, with citizens told to brace themselves for potential emergencies. This is a marked change from the last time the guidance was released, prior to the invasion of Ukraine and Sweden's subsequent accession to NATO.
Finland also joined the movement, providing an updated online version of its crisis preparedness guidelines on the same day as Sweden's announcement. Neighboring Denmark and Norway have previously issued their own crisis advisories earlier this year.
Officials in these nations have indicated that while the updated guides do not explicitly call out Russia, the ongoing conflict in Ukraine has shaped their current readiness approach. Svante Werger, a preparedness adviser at the Swedish Civil Contingencies Agency, detailed the shift by noting, “The biggest difference is the increased focus of war preparedness — and the more severe tone of the warnings.”
The revised guidance reflects a broader concern among Nordic countries regarding security threats, including disinformation campaigns, cyberattacks, and the escalating impact of climate change, positioning these nations to navigate the complex landscape of contemporary challenges.
