India’s space agency, ISRO, has achieved remarkable feats with minimal budgets, raising questions about how they maintain such low costs while pursuing ambitious missions to the Moon and Mars.**



India’s space agency, the Indian Space Research Organisation (ISRO), has recently garnered global attention for its remarkable affordability in executing space missions, including its historical landing near the Moon's south pole last year. A staggering allocation of 227 billion rupees (approximately $2.7 billion) has been recently approved for multiple ambitious projects, heralding new phases of exploration that include further lunar endeavors, a mission to Venus, and the development of India's first space station and reusable heavy-lifting rocket. Although this marks ISRO's largest funding allocation ever, it underscores India's extraordinary cost-efficiency compared to global counterparts.

The financial prowess of ISRO continues to astound experts, evidenced by the relatively meager expenditures on major missions; Mangalyaan's Mars orbiter cost about $74 million, while the Chandrayaan-3 Moon mission came in at $75 million—an amount smaller than the budget for the Hollywood film, Gravity. In stark contrast, NASA's Maven orbiter project ran at $582 million, and Russia’s Luna-25 mission incurred costs of $133 million before its unfortunate crash.

How does India manage these figures? According to Sisir Kumar Das, a retired civil servant associated with ISRO's finances for over two decades, the approach to cost-effectiveness dates back to the early establishment of the space program. In the 1960s, ISRO’s founder Vikram Sarabhai had to persuade a government focused on immediate social needs that investing in a space program could enhance the quality of life for citizens through satellite technology.

The spotlight on efficiency shines brighter in light of ISRO's continued austerity in a country often battling competing demands for education, health, and infrastructure. Pictures from decades past highlight scientists transporting rockets using bicycles and bullock carts—a testament to their earlier resourcefulness. Today, India's yearly budget for its space endeavors stands at 130 billion rupees, dwarfed by NASA's allocation of $25 billion.

Experts attribute the low costs to ISRO's reliance on indigenous technology and manufacturing. Following a technology embargo imposed after India's first nuclear test in 1974, ISRO developed its manufacturing capabilities, allowing it to sidestep foreign costs typically associated with satellite missions. Additionally, unlike NASA, which outsources much of its satellite construction and invests in mission insurance, ISRO creatively minimizes expenses while managing to produce successful missions.

Mylswamy Annadurai, a lead figure in India's lunar and Martian explorations, notes that smaller, dedicated teams and lower overhead allow for more personal investment in projects, often resulting in innovative solutions despite stringent budgets. For instance, adjustments made to Chandrayaan-1 proved necessary when the mission encountered additional hardware specifications, leading to significant redesigns instead of more funding.

India's focus on efficient resources also determines the lengthy duration of its interplanetary journeys. Chandrayaan-3, for example, reached the Moon after a series of orbits around the Earth to effectively utilize gravitational forces. In contrast, its Russian counterpart quickly exited Earth's orbit using more powerful rockets.

Looking forward, ISRO has ambitious plans for a manned lunar mission by 2040 and is actively developing a Next Generation Launch Vehicle (NGLV) to facilitate future endeavors. However, with advancements to the private sector anticipated in India’s space industry, there may be growing concerns over maintaining cost efficiency.

As India carves its niche within the accelerating race of global space exploration, its ability to punch above its weight while maintaining budgetary discipline remains a captivating phenomenon.
