In brief

Ukraine's Deputy Prime Minister Olga Stefanishyna announced that negotiations for a minerals deal between Ukraine and the US are in their final stages, with both parties eager to finalize terms. The agreement is crucial for Ukraine to exploit its vast mineral resources, especially in the context of the ongoing conflict with Russia.

Kyiv is on the brink of signing a significant minerals deal with the United States, a move that could reshape economic prospects amidst ongoing geopolitical strife. Olga Stefanishyna, Ukraine's deputy prime minister for European and Euro-Atlantic integration, shared on X that negotiations have been fruitful, with "nearly all key details finalized." She affirmed their intention to expedite the completion of this agreement. The initiative traces back to last September when President Zelensky included the minerals offer in his so-called "victory plan" to then-presidential candidate Donald Trump, presenting it as a compelling reason for continued U.S. support for Ukraine. Former UK Prime Minister Boris Johnson expressed that securing this deal is a vital opportunity as it would promise an ongoing U.S. commitment to Ukraine's sovereignty.Ukraine boasts substantial stores of critical minerals, estimating that it controls about 5% of the world’s essential raw materials, including significant reserves of graphite—approximately 19 million tons, which positions it among the top global suppliers. Moreover, it possesses a third of Europe's lithium deposits, integral for battery production, along with a noteworthy share in titanium output. However, the ongoing conflict has complicated matters, with many deposits now under Russian control. Approximately $350 billion worth of Ukraine's mineral resources remain in territories occupied by Russia, significantly impacting Ukraine's revenue and resource accessibility, as noted by Yulia Svyrydenko, the country's Minister of Economy. The U.S. is particularly interested in this deal to mitigate its reliance on China, which currently dominates the global market for rare earth minerals, controlling around 75% of deposits, and has restricted exports to the U.S. in recent years. The need for critical minerals has grown as they play a vital role in renewable energy, military applications, and advances in industrial infrastructure.Although there have been negotiations, contentious issues remain. President Zelensky previously rebuffed demands for a 50% share of Ukraine's rare earth resources, citing national interests. The latest drafts indicate that while Ukraine aims to protect its sovereignty, the U.S. desires greater control over resource distribution, leading to tense discussions.Despite concerns regarding the deal's perceived fairness, many in Kyiv, such as Iryna Suprun from the Geological Investment Group, advocate for joint resource exploration with U.S. investors. With the technical capabilities and investment that American partnerships can bring, Ukraine could not only enhance its mining sector but also improve employment, tax revenues, and overall economic benefits from its mineral wealth.
