In brief

More than 100 leaders from the energy, technology, investment and policy sectors met in Abu Dhabi for the fourth ENACT Majlis, a platform organized by UAE‑based ADNOC, XRG and Masdar. The agenda centered on building robust infrastructure, investing in AI and advancing global systems that can better withstand physical and cyber threats. Dr Sultan Ahmed Al Jaber underscored the need for systems that deliver reliable energy and resilience, while the event embraced the UAE’s role as a global convening hub.

On Sunday, the fourth ENACT Majlis convened in Abu Dhabi with over one hundred global leaders from energy, technology, investment and policy sectors, bringing the UAE’s foci of energy resilience, artificial intelligence and cross‑sector collaboration to the fore. The gathering, organized by Emirates-based steering bodies ADNOC, XRG and Masdar, aimed to translate dialogue into actionable investment solutions and reinforce the UAE’s standing as a global convening hub for energy, technology and investment.

Agenda and Focus

The event was built around three core themes: strengthening global energy resilience, accelerating the deployment of AI and robotics, and fostering cross‑sector partnerships that support socioeconomic growth. Analysts who authored an ENACT report underscored the rising threat landscape, noting that physical attacks on energy infrastructure have increased sixfold over the past six years, while cyberattacks have doubled in the last two years. The report emphasized that resilient investment in capacity, system flexibility and advanced technologies is essential to safeguard energy security and sustain economic growth.

During the event, participants examined how infrastructure investment could be designed to embed resilience from the outset, how system flexibility could improve grid performance under pressure, and how AI could anticipate, adapt and recover faster from shocks. These discussions were positioned to generate partnership opportunities between private and public entities, paving the way for practical investment initiatives that address industry vulnerabilities.

Enabling this conversation, the ENACT Majlis drew on the Emirati Majlis tradition of trusted, constructive dialogue, with sessions that looped back to real‑world solutions and investable products. Officials highlighted that the platform, first launched in Abu Dhabi in 2024 and expanded to Washington before returning, now focuses on turning dialogue into concrete partnerships, practical action and investment frameworks.

Dr Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology, ADNOC Managing Director and Group CEO, Executive Chairman of XRG and Chairman of Masdar, said

"Energy security is economic stability. As global energy demand grows and disruption increases, we need systems that can deliver more energy, more reliably, and perform under pressure. That means investing in capacity, flexibility and the intelligence to anticipate, adapt and recover faster."

Al Jaber continued, "This year’s ENACT Majlis will advance collective, cross‑sector action to place resilience at the heart of investment decisions, accelerate the deployment of AI and robotics, and strengthen partnerships that enhance energy security and support socioeconomic growth."

Representatives from ADNOC, XRG and Masdar explained that their partnership would focus on embedding resilience into investment decisions and infrastructure planning while assessing how advanced technologies could enable adaptive and better integrated energy systems. They also highlighted opportunities for innovators and investors to collaborate on demonstrator projects that showcase these capabilities in a real‑world context.

The summit’s outcomes are poised to guide the development of resilient energy markets worldwide, extending the UAE’s influence as a hub for collaborative investment and technological advancement. By aligning investment priorities with AI-driven resilience, ENACT seeks to provide a blueprint for governments and businesses to secure the energy supply chains that underpin global economic activity.
