An independent review has uncovered serious security oversights at Utah Valley University (UVU) following the fatal shooting of activist Charlie Kirk in September 2025.
UVU admitted it did not carry out a written security assessment for the event, nor did it prepare a comprehensive event action plan. Decision‑making was largely deferred to Turning Point USA, the conservative organization behind the speaking tour, even after campus security officials voiced concerns about the chosen courtyard site surrounded by tall buildings.
In August 2025, university officials suggested alternative, more secure venues—both indoor and outdoor—but a Turning Point representative insisted that Kirk speak at the courtyard because it was a familiar location. The review found that no line‑of‑sight assessment was documented and that a joint security briefing with the university police and Turning Point’s private security team never took place.
The report also identified shortcomings in coordination between campus police and Kirk’s security staff. A proposed meeting between the university’s police chief and the Turning Point security team was cancelled, eliminating a key opportunity to clarify responsibilities and bolster protective measures. While the review concluded that no official acted with harmful intent, it stresses that the loss of life resulted from avoidable lapses in planning and execution.
Family members of the victim, represented by lawyer Brett Parkinson, welcome the findings, stating that “justice for Charlie and his family requires true accountability for UVU’s fatal shortcomings that day.” Turning Point USA has not yet issued a formal statement in response to the report.
UVU President Jon Anderson said the institution must “learn from the findings of this review, and follow through on its recommendations.” The review recommends a range of actions, including routine security screenings, drone surveillance of rooftops, and comprehensive line‑of‑sight checks for all campus events involving public speakers.
Beyond the immediate institutional reforms, the case highlights broader issues of campus preparedness for high‑profile events and the need for clear protocols when private groups coordinate large‑scale speaking engagements. As legal proceedings against the accused shooter progress, the recommendations aim to prevent a recurrence of the tragic oversight that led to Charlie Kirk’s death.
