Hungarian Prime Minister Viktor Orban has met President Vladimir Putin in Moscow, just days before discussions around a US-led initiative to end the war in Ukraine. Orban is widely regarded as one of Putin's staunchest allies in Europe, often antagonizing NATO and EU allies by undermining their unified stance against Russia.
During the meeting, Putin acknowledged Orban's 'balanced position on the situation in Ukraine,' highlighting Hungary’s role in potentially facilitating a Russia-US summit. The prospects of a Budapest peace summit were previously suggested but were abandoned over disagreements regarding Russia's conditions for a ceasefire.
Orban's political future appears uncertain with parliamentary elections approaching in April 2026, as his party faces the possibility of not securing a win for the first time in 15 years. Hosting a significant diplomatic event could enhance his standing ahead of the elections.
In his ongoing negotiations, Orban has called for immediate peace talks with the Kremlin and has openly opposed further EU financial support for Ukraine. Following a visit to Washington where he obtained exemptions from US sanctions on Russian energy, he emphasized the strategic importance of Russian energy supplies for Hungary and neighboring countries this winter.
Despite securing certain energy agreements with the US, Hungary remains heavily reliant on Russian fuel, receiving over 80% of its oil and gas from Russia. With continued pressure from the EU to reduce this dependency, Orban's dealings in Moscow could serve to bolster his position against EU dictates and enable him to pursue his energy strategy.
