Ukraine officials have dismissed Putin’s idea as "crazy," suggesting it is a tactic to stall peace negotiations, which have gained traction under U.S. President Donald Trump's mediation efforts.
This development unfolds as the U.S. engages in facilitating a limited ceasefire in the Black Sea region amidst ongoing warfare that has lasted almost four years. The White House reaffirmed that the governance of Ukraine is a matter solely for its citizens, viewing Putin's suggestion as an attempt to introduce uncertainty around Zelensky's legitimacy as a negotiation partner.
From the northern city of Murmansk, while addressing crew members of a nuclear submarine, Putin argued for the potential of a UN-led administration to pave the way for elections and a “capable” government that could legitimately partake in peace talks. However, the legitimacy of the current government is contentious, as martial law triggered by the war has postponed elections, with millions of Ukrainians displaced and many fighting on the frontlines, making valid elections almost impossible.
Putin's rhetoric seeks to position his proposal as a legitimate option, referencing historical instances where UN intervention led to transitional governance in areas like East Timor and the former Yugoslavia.
