It looked like she was staring at me while lying on her back with blood gushing from her head."

The outcry from Shatha's family falls squarely on the Palestinian Authority (PA), who they claim wield significant influence in the area where the shooting occurred. They argue it could only have been PA security forces responsible for the shooting. In contrast, the PA attributes the violence to "outlaws," characterizing armed groups within the Jenin area, notably the Jenin Battalion, comprised largely of Hamas and Palestinian Islamic Jihad fighters.
